A skilled civil and criminal litigator who has held some of the highest executive level positions in law enforcement in Pennsylvania.  A proven track record for favorable results including significant trial experience in all three U.S. District Courts for Pennsylvania and forty-two out of sixty-Pennsylvania County Courts of Common Pleas.  A litigation practice that also extends across the appellate levels and has represented clients before the Supreme Court of the United States, the Third Circuit Court of Appeals, the Pennsylvania Supreme Court, and the Pennsylvania Superior Court.  

 WORK EXPERIENCE:  

Siana Law, LLP, Chester Springs, PA (01/2020 through Present) 

Partner  

Represent municipalities, police departments, elected officials and police officers and private employers in tort, civil rights and employment actions in both state and federal court at trial and appellate levels; represents employers before the Pennsylvania Human Relations Commission, Equal Opportunity Commissions and American Arbitration Association. Conduct workplace investigations and advise on potential disciplinary recommendations and future litigation considerations. Advise law enforcement agencies on best practices and Standard Operating Procedures, Conduct internal investigations including employee misconduct, waste, neglect, and fraud.  Serve as Solicitor for various municipal governments and commissions.

Assigned to the Drug and Organized Crime Unit and responsible for the development of complex investigations against drug trafficking and organized crime organizations.

Deputy Chief Counsel   

Supervised all litigation, commercial, and transactional matters for the Pennsylvania State Police (PSP) Chief Counsel’s Office.  Formulated and reviewed all legal opinions affecting operational, policy, and legislative affair considerations of the PSP. Oversaw all civil litigation in state, federal court, and administrative agencies involving the PSP.

Chief Deputy Attorney General Drug Strike Force / Drug Law Enforcement Section 

Served as the Attorney General’s principal legal advisor for all drug law enforcement issues and investigations pursuant to Pennsylvania’s Wiretapping and Electronic Surveillance Control Act. Supervised all drug investigations and prosecutions conducted by the Pennsylvania Attorney General’s Drug Strike Force Section and the Pennsylvania State Police Bureau of Drug Law Enforcement, including all Grand Jury and Wiretapping investigations.

Supervised Bureau of Narcotics Investigation’s Agents and the Pennsylvania State Police in the development of complex investigations and prosecutions against large scale drug trafficking and money laundering organizations operating in Pennsylvania utilizing an Investigating Grand Jury and electronic surveillance, including non-consensual wiretaps, as investigative tools and resources.
